ABSTRACT
For Thailand, new public management (NPM) is a foreign science.1 Its body of knowledge has grown from theoretical works and practical experiences of western countries such as the United Kingdom and New Zealand. Now, since the late 1990s, high public officials of Thailand have decided that NPM provides a promising alternative to reform the traditional Thai bureaucracy.2 Will embracing NPM be a simple exercise of Thais playing soccer or rugby?
