Or so the general question for this volume may be formulated. The introduction to this volume presents two trends which may be said to give rise to what is, today, almost a counter-intuitive question. On the one hand, if contemporary territorial governance ‘renunciates’ controversy and closes down public arenas of debate concerning planned development, then one might ask whether or not, in general, planning has moved beyond any possibility of democratic scrutiny and developed into a mere conduit of neoliberal policy implementation.
