ABSTRACT
States are no longer the sole actors responsible for governing global environmental problems. Increasingly, private regimes, which are transnational rules created by non-state actors (including nongovernmental organizations, business and corporations, and partnerships), are managing environmental issues (Pattberg 2007; Green 2014; see also regimes).
