However, globalisation is not a level playing eld as demonstrated by the unequal cross-border ows of students. e US and the UK have a huge impact on global higher education and at the same time seem less aected by other systems that they engage with. For some institutions, the international agenda has become the central guiding strategy for development and growth. In Europe, the development of a common higher education area and European research networks are increasing cooperation and assisting in expansion.
