The purpose of this chapter is to relate the differences in the commercial development of biotechnology in Japan and the US to the underlying characteristics of their national innovation systems as they were identified in the previous chapter. It is organized in the form of paired comparisons of the two countries for each of the major components of the innovation system as they relate to biotechnology: industry, universities and public research institutes, and public policies.
