The Organization for Economic Cooperation and Development as ideational artist and arbitrator
The chapter is structured as follows. In the ﬁrst section I will outline the main theoretical concepts applied to analyse transnational soft regulation, compliance and ideas. This discussion will end with a presentation of the concept of the ‘idea game’ and the various roles the OECD plays within that game. In the second section I will discuss a concrete mechanism used by the OECD to ensure that soft regulation is upheld in the member countries: multilateral surveillance. I will also discuss the challenges that have threatened OECD’s ideational authority in recent years. Finally, in the third section I will summarize the chapter and discuss some directions the OECD idea game might take in the future.
