ABSTRACT

The Europe of 1993 created the momentum for a free flow of goods, people and ideas. The institutionalisation of this change has so far only had an effect on the 12 member states: the Community, however, will be expanding and what has been established between the 12 member states, shortly to increase to 19 countries (EEC and soon EFTA countries) must be considered to be a first step, with implications for other states involved in the construction of an open Europe.
