ABSTRACT

Public administrations in the industrialised countries have started to embrace new information and communication technologies and are coping with the challenges of establishing “electronic government”– eGovernment. It is a broad challenge: The Internet has the potential to transform not only the way in which public services are delivered, but also the fundamental relationship between government and citizen. After eCommerce and eBusiness, eGovernment may be a field of profound changes in the way public administrations operate, making them more responsive and more accessible. eGovernment is thus not only about online public services, it is also about the ensuing changes in the organisation and the workings of government.
