ABSTRACT
It has been pointed out 1 earlier that the Local Government Act, 1888, left all the pre-existing authorities intact except the Metropolitan Board of Works. The vestries and district boards in particular were affected only in a very minor degree. The failure of Parliament to deal with this aspect of the problem was, indeed, one of the principal grounds on which the Act of 1888 was criticised.
