Is Decentralization Still Recentralization? The Local Government Reform Programme in Tanzania

This article uses the case of the Local Government Reform Program (LGRP) in Tanzania, implemented from 2000 onwards and continuing at the time of writing, to explore whether decentralization is starting to live up to its original promise of delegating real authority to the local level, or whether central government has retained decisive power, as studies have found elsewhere. We focus on two aspects of decentralization: political devolution and citizen participation.
