Urban Water Systems—Factors for Successful Change?
This paper begins by examining the circumstances surrounding the reform of Chile’s
Santiago Metropolitan Sanitary Works Enterprise (Empresa Metropolitana de Obras
Sanitarias, or EMOS) in 1990, the key characteristics that made the reform a success, and
the performance of EMOS post-reform till 1998. It will also study another urban water
system management success – that in Singapore. By drawing parallels between the two,
