ABSTRACT

Coal-fired electricity generation was introduced to Hong Kong in 1982 to stabilize electricity prices (Thornely, 1988). By 1993 about 3,000 tonnes of pulverized fuel ash (PFA) was produced daily (HKEPD, 1995). Only a part of the PFA is utilized, mainly in cement and concrete production, in land reclamation and quarry restoration, and in various construction projects (HKEPD, 1993). The surplus PFA is stored in ash lagoons located in Tsang Tsui, in the New Territories.
