ABSTRACT

The objective of the area-wide approach is to engage all of a jurisdiction’s public water systems in a program of continual improvement in treatment plant performance. Success in optimizing the performance of individual water treatment plants has led to the development and demonstration of area-wide optimization programs for use by drinking water primacy agencies. The composite correction program is also the basis for another broad-scale program known as the Partnership for Safe Water (PSW). The PSW has to date targeted the large PWSs whereas the area-wide optimization program concept more directly involves drinking water primacy agencies that target all systems within a defined jurisdiction. The goal of the Composite Correction Program (CCP) is to optimize with minimal capital improvements the performance of existing treatment facilities and therefore minimize the threat of waterborne disease from microbial contamination. The CCP concepts constitute the foundation of the broad-scale approach.
