Whilst aid groups that describe themselves as a ‘non-governmental organisation’ (NGO) would shudder to be grouped together with an armed group such as the Taliban in Afghanistan, this commander’s statement reveals an astute understanding of the parameters of negotiation between a ‘non-state armed group’ (NSAG) and an NGO providing humanitarian aid.
