Education is carrying a great burden as the centrepiece of policy. It is seen to hold the key to economic success and social stability, although few speak now of its role in individual fulfilment. In a globalized economy a country no longer needs coal, iron or steel - having human capital is what makes the difference and the way to increase the stock of a country's intellectual and skill assets is to improve education.
