ABSTRACT
ADELPHI PAPER NO. 100 Anthony R. Wilkinson was born and educated in Rhodesia and studied Politics and History at University College, Swansea from 1967 to 1970. In the following year he fulfilled National Service obligations in Rhodesia during which he was commissioned. He is now engaged in graduate studies in the Department of International Relations at the London School of Economics and Political Science.
