But the chances of a formal or lasting rapprochement between South Africa and the rest of Africa during the decade ahead are slim. Indeed, in view of the failure of South Africa to move towards fundamental change in her domestic race policies – the one issue about which black Africa agreed to engage in a dialogue with Pretoria – the chances of rapprochement are slighter now than they were a few years ago. South African intransigence on this issue has left even the most conservative African leaders without a plausible basis for seeking closer relations with the white leadership in Pretoria.
