ABSTRACT

With the speeding up of urbanization process, urban public facilities are the important guarantee of urban safe, convenient and diversified life (Li, 2009). Some public facilities such as park, square, the theater is popular because its positive external effects (He, 2009). But some special public facilities such as landfill, incinerator, landfill transfer station, gas station, funeral home, nuclear power plants because of its negative external effects and are often opposed by nearby residents. In 1977, O ‘hare first proposed the concept of NIMBY, “Not in my backyard”. In many cities NIMBY was affronted with the geographical location, the size set, coordinate with the surrounding residents, and many other problems (Wu, 2012).
