ABSTRACT

It would not be possible to understand anything of the norms that exist concerning strikes and lockouts in our system or others unless we knew the goals to which these norms corresponded. These goals, in turn, depend directly on a set of convictions that are still fairly widespread (although less so than in the past) amongst politicians in many countries, especially those who appeal to large electoral masses and workers.
