ABSTRACT
The child welfare system has evolved and changed in part through developments in the research community and also because practitioners have recognized the complex needs of children and families. In previous chapters we have noted increases in the foster care caseload, along with changes in the types of placements in use (i.e., a shift toward greater use of kinship foster care), length of stay in foster care, and the age at which children enter the system.
