It had been presented at a symposium on law and order sponsored by the Law Alumni-Association of Los Angeles in February 1972. Hans W. Mattick is Professor of Criminal Justice and the Director of the Center for Research in Criminal Justice at the University of Illinois at Chicago Circle. He served as the Sociologist-Actuary at Stateville Penitentiary, Joliet, Illinois for three years, and as the Assistant Warden of the Cook County Jail, Chicago, Illinois for four years.
