Social solidarity in the Delors period: barriers to participation

The political era from 1985 to 1994, when Jacques Delors was President of the European Commission, is commonly called the Delors period. This was a period in the history of the European Union (EU) which saw not only the introduction of the Single European Market but also the proliferation of programmes and consultative committees designed to strengthen social cohesion. Representatives of non-governmental organizations (NGOs) from all parts of the EU were drawn into these initiatives, to inform the social agenda and provide models of action to combat poverty and social exclusion.
