Eastern enlargement and democracy

The European project is a political experiment. There is now widespread acknowledgement that the European Union is a new type of political animal, which is neither a superstate in the making nor a traditional type of international institution. Rather it is a new kind of polity constructed, albeit haphazardly, through a complex process of negotiation and compromise, in response to the processes widely known under the rubric of globalization. The character of this new type of polity is still undetermined; how it develops depends upon political decisions. In other words, it is not possible to predict how the European Union will develop simply on the basis of the analysis of past trends. Several possible directions of development may be foreseen, but the outcomes will be dependent on normative choices now being made.
