ABSTRACT

The chapters of this volume have provided a comprehensive review of empirical research findings, applied methodologies, and policy implications and alternatives associated with the regulation of health insurance in the small-group and individual insurance markets. Given the breadth of the discussion presented, we now provide a summing up of a number of salient points provided by our contributors. Among the key conclusions reached by the contributors are the following:

• Reform of the small-group insurance market has not resulted in market chaos. Research generally finds that reform has had little impact on coverage or uninsured rates. However, more stringent reforms may have yielded gains in coverage for high-risk employees of small firms relative to lower-risk employees.
