BUDGETING AND THE ALLOCATION OF RESOURCES

How best to allocate resources is one of the two major governmental problems facing universities today.1 Our main interest is in the allocation of resources within universities, but it is impossible totally to ignore the problems involved in allocations between universities and between them and other areas of public expenditure. This is not only because of the heightened public interest associated with the changes in the relations between government and the universities which took place during the 1960s. There are also certain problems common to public and university expenditure which warrant discussion.
