Analyzing UN and NATO Responses to Sexual Misconduct in Peacekeeping Operations

Hundreds of allegations of sexual exploitation and abuse have been brought against UN peacekeepers over the past fi ve years, tarnishing the organization’s reputation and placing the operational effectiveness of its peacekeeping missions at risk. In contrast to the UN, NATO has been praised in recent years for the absence of sex abuse allegations against its personnel and for its leadership role in instituting policies to prevent human traffi cking. NATO offi cials, however, have tended to underplay the legacy of NATO complicity in fueling the problem of sex traffi cking in the Balkans and have overstated the extent to which its policies represent a departure from anti-misconduct measures put into place by the UN.
