ABSTRACT

How did the UPA conduct foreign policy from 2004 to 2009? There was certainly an expectation that the new government would have a different agenda in domestic politics. Foreign policy is generally thought to feature much greater continuity between governments and to be above partisanship. While this is not necessarily the case, there is a view that foreign policy should not be a political football. This chapter suggests that the UPA’s foreign policy was indeed significantly different, even though there were continuities with earlier policy, and that the most important explanation for the difference lies in the realm of ideology.
