The need for a fresh start
We need a fresh start in responding to youth crime because of intractable and deep-rooted problems that current systems cannot resolve. The task of the Independent Commission on Youth Crime and Antisocial Behaviour is to draw up a blueprint for reform, and the purpose of this book is to provide a framework of evidence and analysis to support the work of the Commission. Evidence of the failings of the present system is not hard to find. It is far more difficult to design workable and durable reforms that will attract widespread support. Although the following chapters highlight ways in which the current arrangements in England and Wales are wasteful, ineffective, and damaging, their more important purpose is to support the effort of designing something better.
