Access to Telecommunications in the Developing World: Ten Years After the Maitland Report
In 1984, the Maitland Commission noted that te1ecommunications was a "missing link" in much of the deve10ping world. More than ten years later, that statement is still true in many urban centers and throughout rural regions of deve10ping countries. This chapter examines what progress has been made, what problems remain, and the effects of changing technologies and policies. It then proposes strategies to achieve the Commission's goal of bringing the "whoie of mankind within easy reach of a telephone" by early in the next century.
