Introduction

For many years after the Uni ted States began its experiments with competition in the telecommunication industry, other countries retained their government-owned monopoly form of doing business. Even in the United States, there has long been the assumption that competition is an adjunct to the regulated monopoly marketplace, and that competitors are dependent on connecting to the regulated monopoly services of the local exchange companies. All of that is changing as competition comes to the local market in the Uni ted States and the competitive model is adopted in other countries as weil.
