Reasons for the change are complex. Some are culturally bound. The general military draft ended, and the Vietnam War wound down. The last great antiwar protests were rigorously quashed by the Nixon administration in 1971. The antiwar movement imploded into quarreling factions, and the sudden deflation of campus radicalism after 1972 left schools extremely quiet. (The class of 1973 was the last class to have seen the student strike of 1970, and after they graduated in Spring 1973 the great campus movement that fall was "streaking.") There was a gas crisis and an economic recession. It was not a propitious time for any proposal for change.
