Federal Government Involvement in the 1960s and Beyond
All early childhood education programs result from the social, political, economic, and scientific milieu from which they arise. Such was the case with Project Head Start, which began in the Office of Economic Opportunity of President Lyndon Baines Johnson, under the direction of R. Sargent Shriver. Head Start, even at the beginning, rested on a historical foundation of child development, child study, and research on children (the child as the object of scientific research). In addition, Head Start reflects the underlying principle of community action, an integral part of both national and early childhood history.
