Observations of an Outsider

Some of the education correspondents see themselves as professors of education and prefer to indulge in philosophical arguments with ministers and union officials, while others see themselves as the reporters they should be, anxious to find the story and tell it in a way that can be understood by their readers. And the years since 1987 have been rich in significant education stories, none more so than the introduction of the National Curriculum as part of the 1988 Education Reform Act.
