ABSTRACT

Lunacy, insanity, or mental illnesses – whatever the term or diagnostic category used – have seemingly been an omnipresent feature of the human condition. Virtually every society has been forced to confront the presence of persons whose aberrant behavior and condition invariably lead to dependency or community disruption. That persons with severe mental illnesses are generally unable to survive on their own without some form of assistance and support has raised grave problems. What is the responsibility of the family? Can families be required to provide care for dependent members when to do so might destroy their ability to function? Does the community or the state have a moral and legal obligation to provide care and – if possible – treatment? If so, what kinds of arrangements are appropriate? What level of government is best qualified to assume the role of provider and caretaker?
