ABSTRACT
The agricultural policy debate over the last 20 years is characterised by a growing public concern over the environmental and social impacts of agricultural intensification. A growing public concern for non-commodity outputs (NCO) of agriculture, together with growing pressures for market liberalisation and constraints on farm income support resulted in the emergence of multifunctionality as a versatile policy tool (Erjavec et al., 2009).
