ABSTRACT
In some ways, the establishment of the OPEC Fund at a late stage1 proved to be an advantage, particularly in relation to the diversity of its operations and the innovations it has pioneered. On the one hand, the Fund operates under more liberal articles of agreement than most of those governing older donor agencies; on the other, it has no long-established policies which might otherwise have proved to be barriers when introducing, or even testing, new ideas.
