ABSTRACT

What I am concerned with in this chapter is the whole gamut of continuing discussions between the rich, developed countries of the West, generally referred to as the North, and the poor developing countries of Africa, Asia and Latin America, usually known as the South. In terms of people rather than states, this brings forth the relationships between a population of approximately 1,200 million partaking in 1980 of a gross national product of US$ 9,360 billion-or US$ 7,800 per capita-and a population of 3,200 million sharing in the same year, a gross national product of less than US$ 2,000 billion-or US$ 620 per capita.
