ABSTRACT

This chapter explores the Obama Administration's approach to nuclear policy. It describes US nuclear policy as outlined by President Obama in his 5 April 2009 speech delivered in Prague, Czech Republic. The chapter also describes the policies outlined in the 2010 Nuclear Posture Review and outlines the elements of the 'New START' Accords, signed on 8 April 2010. It deals with a discussion of the problems and prospects faced by members of the Obama Administration as they implement their vision of the American nuclear future. The Obama Administration review addresses five primary objectives: preventing nuclear terrorism and nuclear proliferation; reducing the role of nuclear weapons in US defence strategy; reducing force levels while maintaining strategic deterrence and stability; strengthening regional deterrence, while reassuring US allies and partners; and maintaining a safe, secure and effective nuclear arsenal. The Obama Administration's effort to reduce the role of nuclear weapons in US defence strategy is a significant milestone in US policy.
