ABSTRACT

Mobilization of nongovernment resources has become an issue that looms high on the policy agenda of many countries. Most systems of higher education are seeking various reforms. Such reforms almost inevitably involve higher education enrollment, “world-class” elite universities, improved student learning experiences, learning qualities, student support systems, physical and technological infrastructure, as well as internationalization. All such reforms lead to increased spending in higher education and create a felt need everywhere to seek more resources outside public revenues.
