ABSTRACT

In this chapter1 the EU’s relations with another intergovernmental international organization, the Commonwealth, are discussed. This is an interesting example of the way in which the EU can impose upon other international organizations in the space around its borders. The Commonwealth has members across the world, in the five continents. The EU is a regional organization with expansive intentions, however pacific, and real power, however civilian. The predictable outcome, explored here, is that the EU will impose upon the Commonwealth.
