KYOTO, IMPERIAL CITY The imperial city of Heian-Kyô (the capital of peace) also called Miyako, built in 794 on the same general plan as the capital of the T’ang dynasty of China at Chang’An, and with the same mathematical exactness, had been constructed on a site selected in accordance with the laws of Chinese geomancy; the evil influences believed to come from the northeast were diverted by the river Kamo and rendered ineffective by the setting up of a temple on Mount Hiei, situated exactly to the north-east.
