ABSTRACT

In my introductory lecture I tried to demonstrate that planning can be understood as a process in which problem-relevant information can be produced and processed. One of the points was that problem formulation is identical with problem resolution. It follows that, from the viewpoint of the “second-generation” systems researcher, the design of a planning system is the same as the design of the planning information system. We can thus limit ourselves to considering the characteristics of planning information systems whenever we want to talk about the possibilities of improving planning. Hence it can be said that the search for better planning systems is identical to the construction of better planning information systems. Let me go over the grounds for this.
