ABSTRACT

As in most planning systems in the world, spatial planning in Taiwan is concerned with both plan making and the control of development. At present however, plans in Taiwan are best seen as part of the development management system, in that they impact directly upon private development rights through mapping out zoning controls, rather than taking on the visionary place-making roles now becoming common in other global jurisdictions. This seems unlikely to change quickly, despite expected plan making reforms which were already well under way by the beginning of 2010.
