The Commonwealth as a champion of small states

The modern Commonwealth consists of 53 member states1 of which 32 are small states, generally defined as states with populations of no more than a million and half people.2 These small states are located in the Caribbean, the Pacific, the Indian Ocean, the Mediterranean, Africa and the South China Sea.
