ABSTRACT

In most Western societies youth participation is advocated as part of a discourse on active citizenship, with increased youth participation being equated with the inclusion of young people (Bessant 2004). However, there is a paradox whereby young people continue to be viewed as ‘part citizen and part villain’ (McCulloch 2007) by adults simultaneously seeking their involvement while still regarding them as a threat.
