First, let’s go back and examine the statement “not performing adequately.” Usually, this means the student is having problems with classroom curriculum materials. Because a student is having difficulty with reading material does not necessarily mean the child is a struggling reader. An effective teacher would examine the classroom environment to determine if materials are appropriate for his/her instructional reading level or if the child is receiving the appropriate level of instructional support to be successful.
