ABSTRACT

In April 2003, the Centers for Disease Control and Prevention (CDC) announced a new initiative-Advancing HIV Prevention: New Strategies for a Changing Epidemic (AHP)—that shift ed the focus of prevention funding to the identifi cation and prevention case management of persons living with HIV. HIV antibody testing is the centerpiece of the new initiative’s four key strategies: (a) making HIV testing or screening a routine part of medical care, (b) implementing new models of testing outside of medical settings (through the use of rapid tests), (c) providing prevention services to persons living with HIV, and (d) ensuring the routine HIV screening of all pregnant women (CDC, 2003a, p. 331).
