Institutions influence the (sometimes unintended) actions of individuals and firms by altering benefits, costs, and the estimated probability of success. They matter both when such scourges as poverty or conflicts between states (Weede 2000a, 2006b) and within states (Schneider and Wiesehomeier 2008) are considered.
