ABSTRACT

The primary federal program in the United States supporting the development of basic literacy skills and English-language profi ciency among adults is the Adult Education and Family Literacy Act (AEFLA) Grant to States. In fi scal year 2004, this program distributed $584 million to designated state agencies, serving 2.7 million learners. Adult Secondary Education (ASE) prepares students who have skills that are close to the level needed to pass the General Educational Development (GED) or external high school diploma. These students typically are under twenty-fi ve years old and dropped out of school before receiving their high school diploma.
