With growing marketization and globalization since the 1990s, new forms of higher education activities have emerged. Transnational, or borderless and cross-border education, activities have played an increasingly important role in national higher education in many countries. In some, especially in developing countries in Asia, transnational higher education activities have largely affected higher education reforms and even restructured the national higher education system. China provides no exception.
